The original complaint under Latino Bank is confirmed.
Both Jose Arturo Riffo (#01133-081) and Alan C. Monson (#10370-014) are listed as released from Federal Prisons on 8/30/1985 and 6/4/1993 respectively by the Department of Justice web site. Riffo is a citizen of Chile who became a member of the LDS Church in Chile and then received political asylum through the efforts of the LDS Church to come to the United States about 1980 (see an interview with his daughter Lorena: Faith, hope lead Chilean Mormons to Utah, a Special report: The LDS Church in Chile, by P.F. Stack, The Salt Lake Tribune, June 22).
Riffo DOES NOT typically show up on low cost internet criminal background search services because his Federal Criminal Case CR-83-108J, in Salt Lake City, is not part of the computerized data base. This observation had cast doubt on the original complaint about Riffo which suggested that a criminal background check be run on both of these individuals before working with them. When Riffo was confronted with the report, it was claimed to be baseless libel by Riffos attorney Jeffery R. Price of Bostwick & Price of Salt Lake City, Utah in 2007. The verified criminal charges and prison time for Riffo stem from charges filed by the Osmond Entertainment family of Provo Utah in 1983. Some aspects of the case are documented in a news article headlined as Suspect in Osmond plot is facing additional counts of mail fraud, published on November 20,1983 in The Deseret News on page 12B.
Both Riffo and Monson in addition to the Latino bank scandal formed the business entities: Crypto Corporation, Inc. (a Utah Corporation), Global Database Information Systems, Inc. (GLODIS, a Utah Corporation) and Dippardo Financial & Guaranty Group, Inc. (a Utah Corporation). These individuals and Corporations are currently defendants in a 4-year multi-million dollar Federal Civil Action No. 2:06-CV-749-DAK, titled Sorenson vs. Riffo et. Al. The case makes allegations of fraud and document forgery by the defendants. Hundreds of case documents are available online from the Federal Court system.
Riffo is reported to be a graphic artist, a radio station owner (Chile) and a professional soccer player (Chile) but also claims in the United States to be an architect, an engineer, a nuclear physicist, an intelligence operative and a cryptographer but none of those claims have been verified in the ongoing Federal Court case. If you chose to work with either of these people, have them fully disclose how the Sorenson case concluded and have them clearly provide their academic and business credentials.
Riffo can be very personable when things are going his way and former Bishop Al Monson can also help you with your understanding of Riffos strongly-accented Chilean English. However, if you do speak Spanish, Italian or especially Russian your chances of being understood by Riffo more clearly should be greatly enhanced according to Riffo.in fact he claims to speak Russian without an accent. Riffo claims a wide range of first name basis relationships with international & national figures across the business, military and political landscape. If you speak with him frequently over the course of a year or more, you might even have a sense of having a front row seat to the simultaneous playing of the movies, Forest Gump (Riffo is self-woven into history like the character Forest Gump from stories of Mussolinis family in WWII to Central American spy intrigue stories to involvement in events and technologies relating to the Department of Homeland Security) and A Beautiful Mind (think of Riffo as the Nash character combined with Forest Gump).
Perhaps in the spirit of Reagan, whom Riffo also spoke of working for, Enjoy but verify and make sure your attorney is not his attorney.
