Captital One Credit Card
0% interest off a scan, rate was 13.9%

I responded to a 0% balance transfer offer with no balance transfer fee. I was accepted for a new Credit Card with the 0% balance transfer offer. They transferred the funds and the rate was 13.9%, was altered to this after receiving the first bill. Called immediately and a supervisor informed me that it could not be fixed, recommended that I write a letter to the head office. The head office does not accept phone calls.
