Bait & switch balance transfer rate

I received an offer letter for a Platinum MasterCard with 0% loan balance transfer. I applied and was approved, when I requested a balance transfer, I was told the interest rate is 11 %, not 0%. I wasted all the time and effort applying, and obviously, I felt deceived.
