Unfair to the disabled

I've been a customer of US Bank since 2002 with a business checking, personal checking and a savings account. I became disabled in 2005 and have done 60% of my banking on-line over the years and since 2007 it's been 95% on-line.

Earlier this year I had some financial setbacks and made several withdrawals from my savings. Once the balance reached $0., a couple of days later I noticed a bank fee to my savings bringing the balance to -$105.

After consulting with the branch manager, he explained I can make as many withdrawals "with the tellers" as I want but on-line withdrawals/transfers comes with a $15 fee, all over 6. He said it's not a policy of the bank but "the federal government requires those fees".

If I'm disabled and can't get to the bank, why is the government penalizing me for having to use my savings? The bank never explained this fee to me,
although the manager said I was told when I opened this account&
