Overdraft Rip Off

I starting banking with Wachovia around July I opened an account to have something local to cash checks without having to go to my primary bank (Navy Federal) which the closest location is 45 mins away. I put in my deposit of $600 and it was fine. Then I started handling my fathers bills while he was away. He wrote me a check for $3500, I went to deposit it, they told me there would be a hold, but a friend of mine who works there did an override. Well, I went online the money was still not there, apparently after it went from the drive thru someone higher up placed a hold on it. This really ticked me off. I called and they said that it was standard policy for new account holders, I said this is crap. I called the corporate office, which was much nicer... She stated that she needed to speak with my father to confirm he wrote the check so it could be deposited. What kind of crap is this. They wouldn't even call his bank to confirm the money was there in his account. That bank told me next time to just cash it and deposit the cash. So after a 2 day ordeal the bank speaking with my dad the money was in. That was only the first problem.
Second problem was I had written a check to pay one of my fathers bills, that company wouldn't accept it due to the fact the check had only my name on (bethpage another issue) so I said fine. I did a stop payment on the check and was going to write one from my fathers account. Well 2 days later, they let a $600 check go through, somehow according to them it was my fault. So another check I had written bounced even though there was money "pending" its deposit. So that was my first fee $35 dollars. I had it taken off which was fine it wasn't my fault.
3rd problem that is still not resolved. I had then decided after all this crap, that I was going to close this account. There was approximately $350 left in it, so I began to use it up. My calculations are normally pretty accurate and I am very good at balancing. I apparently spent $4.19 over what I had. Then the next day I had 3 overdraft fees of $198. I called and started asking questions they only took off $16. This happened probably back in OCTOBER and I am sure the fees are still racking up. I do not feel I should be obligated to pay this amount. I can understand the normal $25-$35 fee but this is outrageous. I even offered to pay the $35 plus the $4.19 but they wouldn't allow me. I spoke to a friend that works there and I was wondering if I had supposedly no money in the account, why wasn't my card declined. Thats how it is with every other bank I have dealt with. I am very furious and have no clue what my rights are. Now I am receiving harassing phone calls from the bank in regards to my account. I don't understand how this is allowed.
