Capital one services Inc ripoff outlandish ripoff late fees political corruption

I held a capital one credit card with a low limit trying to build credit. The limit was never raised when they said it would, even with all payments paid on time, so I paid the ballance infull and called to cancelled the account by phone, One month later I got a late notice of payment I once again called to resolve this problem. The representative I talked to told me to disreguard the notice that it was in error. That was in November 1998, Today January 15 that ballance still remains at over $1,100 For a zero start ballance
