Refuses to return my money to me for something I never recieved from them

I was on line looking for a pay day loan and ended up being taken for 149.00 to learn that they wouldn't return all of my money and I am still waiting on my 114.00. They claim to have sent me some paperwork that I never recieved I explained this to them and I am still waiting. I am not going to use there product and I want my money back. Who will help me with this matter?
