Household Bank is afiliated to Credit Card Protection Agency, that is how they are able to send people the $3.00 check disguised as a refund, and CCPA is able to charge their $82.00 fee to the persons account which was supplied by HSBC. I spoke to HSBC and they confirmed that CCPA is afiliated to HSBC. They also mentioned that I should have read the small prints, along with the two pages that came with the check. I should have done it but I trusted HSBC, I did not think that they would pull a scam on their customers.
So if anyone out there receives a refund check from HSBC do not deposit it or you will automatically be enrolled with Credit Card Protection Agency, and you will see two separate charges of $41.00 on your HSBC statement.
