Say they bought a debt from a creditor and want me to pay half of what is owed

Midland funding llc says they have bought a debt from citibank to which I have never had an account with! If I did wouldnt citibank send me bills, and if I didnt pay dont you think they would call me personaly! Also I checked my credit report and there is noting with reguards to me having ever had an account with them! This is bulls*t!!! Fraud!!
