Ripoff fraudulent billing on a Credit Card that I never recieved

I applied for their card over the internet, recieved a welcome letter, but never a credit card. They called many times and I told them time and time again that I had no account with them. But they posted a bad credit report with the top 3 agentcies that I owed them money. A credit card that was never recieved or activated by me over the phone.
