Refusal to accept payment of account balance Ripoff

On 11/29 I used the online "RUSH" service of HSBC Nevada (Note: their Salinas CA PO Box) dba Orchard Bank to payoff my account balance. ACH national check rules allow only 3 days to collect check funds, yet they refuse to clear the balance for 14 days. This gives them unfair interest income on paid money without giving proper credit to client. Account manager Judy aka DZL advises they did not care about ACH checking rules and refused to credit. They took their fee for the RUSH service of course, but refused to credit my good funds in timely manner according to ACH rules. Judy AKA DZL acknowledged she was on record about this.

Additionally, when i asked Judy AKA DZL she refused to provide the corporate address of record and service, choosing to hide behind the Post Office Box for HSBC.

Established federal and state banking practices and corporate governance are at issue.
