Ripoff trying to collect a debt that another collection agency had previously collected un full

It is apparently clear to me collection companies are selling your accounts after you have settled them.
Years ago I purchase a cell phone from ATT wireless for a friend in a bad situation. Bad decision on my part for the friend ran up the bill and I got stuck with it.
Att&T sent the bill to one Sunrise Collection Agency. We paid them in full and have the proof.

Now I am getting hounded by this Palisades Collection.

I have sent them letters explaning I do not owe on this att acount and have sent my proof but they are ignoring the facts. You cannot get through on their 800 number it has been busy for the last two years

They have placed this as adverse information on my credit report. I am trying to clean up this mess but don't know where to go or who to contact.
