There is a Difference Between Debt Collection and Illegal Phone Use RIPOFF

That a debtor has a 1-month delinquency isn't the point. There is no disputing that the creditor is entitled to collect.

However, if an individual places PRANK and annoying phone calls from their residential phone, it would be considered ILLEGAL us of a phone. Why doesn't the same apply to CapitalOne?

They are morons. Making frequent hang-up calls to one's home is ignorant. Fortunately, the FTC does address such conduct.
