Ripoff 3.99 balance transfer rate until paid off now raised the interest rate L.A

I was offered a promotional rate thru bank of america at 3.99 balance tranfer rate for the ife of the balance and now they have raised my interest rate to 5.25, i called and complained and they are telling me that they have never offered me that rate for the life of the balance. They are a rip off, and they should be a law for this kind of rip off act by banks.
