Card, Bank and SSN Details Demanded Before Releasing Phone Money

I sold a mobile phone online using my mother's PayPal account. After receiving the email saying the buyer had paid the money in, we sent the phone and sent the slip to PayPal along with the tracking number. Once the phone got to the buyer and he had already gone to fetch it, PayPal started asking very personal questions that are completely irrelevant to the transaction, such as:

1- Name on card
2- Full billing address and postal code
3- DOB
4- SSN
5- Last 3 digits behind the card
6- Credit card number
7- Card type
8- Bank name
9- Bank address
10- Bank toll free number
11- Client number
12- Limit on card
13- Mother's maiden name
14- Name and password if it has online access
15- Expiry date
16- Security card PIN
17- Cell phone number attached to the card

I'm sorry, but I'm convinced that this is an attempt at identity, since they won't release the money after we sent the item that was sold!!!

DO NOT use PayPal!!! They keep your money!!!
