Won Auction and Paid, Item Never Received, Refund Refused

I had the winning bid on eBay and paid with PayPal. The item was never received. The same seller had previously ripped off numerous other people. PayPal has refused to refund my money and has been non-responsive. The seller has been non-responsive.
