Advertising Spending Disputed After Ranking Disappeared at Renewal

Angie's list says companies can't pay for advertising on there report area. Not true our company spends around 24,000 a year to advertise in 3 different zip code area's around Washington, DC. When we stopped for renewal we where 1 of 10 on the first page then disappeared
