The salesman sold Advertising and four months later no calls for work

On August 16th I purchased advertisement for my business. I was told that i would be the first business they would call in the South Asheville NC area. I have yet to receive one call or even one email. So I contact my rep and he says I need more reviews. The reviews that I have do not count as a review because they where sent by Angie's List non members. My rep says to offer 10 percent off if they joined Angie's list. I did not agree to selling Angie's list membership in order to get a review. My clients have tried to leave reviews but they keep telling me that its a hassle just to leave a review they give up. I can not force people to leave a review
