Card signup rejected and automatically turned into a refund

I was putting money into a Green Dot everyday-use Visa card. I put all my information in, and when I finished, they said my info was not good enough and automatically signed me up for a refund. I needed the money at that moment. But now I have just lent them 300 bucks.
