Credit Card Rejected Because I Am Not a US Citizen

I have been working in the United States on a skilled worker visa at a reputable company for almost two years now. I pay my taxes and have no bad record. I do have a proper bank record and a credit card from my bank. My credit history might not be excellent, because it takes time to get yourself established when you are new in the States. I also take part-time classes at a local college.

I applied to Citibank for a Citi Platinum Select Mastercard, which is specifically for people or students who are building credit (people with a low credit score).

After a week, I got a letter from Citibank saying my application had been rejected, not because of an insufficient credit score but because of my status. I called their customer service and also sent an email, and both times I was told Citibank only gives cards to US citizens. I am from a different country, so they cannot issue me a credit card.

My question to people out there is this: if somebody is working and living in the United States, paying his or her taxes, abiding by the law and has no bad record, should he or she be discriminated against like that?

Additionally, Citibank says this is a student card, so do they expect all students to be US citizens? Can't there be international students studying at American universities?

I just want everybody out there to know how Citibank, which has a very good reputation in the US, treats its customers with racial prejudice and discrimination.
