Citibank
Visa and Mastercard hard to use while in United States

I am now in the United States, and while I am here, I have a hard time using both my Citibank Visa and Mastercard. Could it be that this bank has deliberately put on hold all my present and future purchase transactions because of the fear that I might not be able to settle all my pending obligations with them?
