Intermitten service on Phone (VOIP) and Broadband Internet service

Since a couple of weeks ago when all three services. TV, Phone and. Broadband internet... Went out for some 3 hours after a rain storm, I have had an intermittent problem of signal loss to the Phone and Internet Arris modem. The event log which I have observed from the Arris modem and printed many copies of the log... Shows the loss of signal and says call Comcast... Technician comes out without a modem to change... And looks at the log on my laptop and says I have had no problems. Then he talks bad about Comcast and says I will have to find a better service. That was last Monday the 15th of Dec. I have had many outages of phone and internet services since that day and before... And many calls to Comcast in Knoxville to no avail over my cell phone... They even see and tell me that they observe at times a 25% loss of packets to the modem when pinged... On some of the trouble calls I have made... Thank goodness I have a cell phone... Will follow up on this complaint against Comcast after the technician arrives hopefully today before noon as promised this Thursday Dec. 18th. 2008... How much patience does a 50 year retired IT Supervisor/Broadcast Engineer / University Electronics Teacher have to have to get Comcast Communications company to wise up and repair their system to match the monthly payments that I make for the services? Do I have to file a report to the FCC who I have over the years volunteered for... Www.laeas.org
