Taking and not refunding when wrong

Tried to apply for direct tv on the internet, big mistake!!! Salesman calls me, says they can get me connected for an activation fee of $21.99, and so i give him my creditcardnumber, after putting it through his program he explained my credit wasn't adequate to connect without absurd prices! And so i hang up the phone! Salesman calls back and says he will get me meal, and obtain a $1.00 service and says he will get it in day or two. Awesome and so i give him my credit card number again. To ensure that evening i examine my credit card over thr web and direct tv got out the $21.99 service fee of the service that i did so not receive or was approved for. I've named primary tv plus they maintain moving me throughout with no you can give mean answer on why this happened! Obviously all the people who i keep in touch with aren't those who will credit my creditcard. I wonder if an individual exsists??
