Incorrrect info on invoices

TW Cable bills have a tiny note at the bottom of the page: "Unresolved concerns: Information Technology Agency, City of L.A., call 311." City of L.A. Says they had so many complaints that a year, year-and-a-half ago they stopped handling these complaints. Manager just told me the same info, that I should call the City of L.A. Does anybody else see something wrong with this system for handling complaints?!! There is no system.
