I needed to get my passport renewed and back into my hands within one day. I called USPassportNow's customer service line. The rep told me I could hand-carry my passport to their San Francisco office; they would provide expedited service and I could pick up the passport within 24 hours. The rep told me I needed to first register for the service (at a cost of $329), then they would help me. This was the "bait" in "bait and switch".
After I registered, Matt (another rep) refused to provide the requested service (he said the San Francisco office was too backlogged; I would need to Fed Ex my passport to Washington, DC instead. Even after I explained that would take too long, Matt still refused to provide the promised service (the "switch").
I then told Matt to cancel my order. He advised me they would refund $229, and retain $100 as a cancellation fee. I told him I would dispute the charge with my bank, he threatened me with "dispute charges". When I asked him to explain more about these "dispute charges", he hung up on me. (I suspect he may have failed to properly process the refund of the remaining $229; I had to dispute that charge with my bank to get it refunded. I also disputed the $100, but USPassportNow convinced my bank not to reverse that charge.)
Bottom line: If you can physically get to a US Government Passport Agency or Center, and you need your passport within a few days, don't use USPassportNow - just hand-carry your passport directly to the US Passport Agency/Center. (Obtain an appointment first if possible, but if you are unable to obtain an appointment, there's a good chance they will help you if you just show up, based on other experiences reported on the Web.)
