Customer services and refund are not align

I booked a ticket for two people with Greyhound, then I wanted to add for one more.
So I called customer services, and they suggested me to BOOK A NEW ONE and call refund department to get REFUND for the old one.
I did so, and the refund department said that they NO LONGER DO THAT and denied to provide any suggestion or solutions. That agent kept telling to call back the customer service and ASK FOR THEIR RESPONSIBILITY.

I called customer services again, and even the supervisor agreed that I could get a refund. They urged me to call refund department AGAIN, and still avoid their responsibility if the refund department would not refund for me.

The people in Greyhound do not know the rule, and they are not willing to help you. They avoided when I asked "so no one will help me?"

I am really disturbed by the customer service!
