Mother-in-law had her carryon luggage taken

My mother-in-law recently lost her husband and came up to pennsylvania to bring son items such as jewelry, wallet, military papers from husband and also items from his brother while in military such as purple heart, etc and pictures. Mother-in-law had medications, clothes, toiletries, perfume, husband's social security card
