Expedia clearly states that it has no booking fees on it's own webpage:

Despite this, they just charged me $13. On my credit card as a "purchase fee". My trip was all on the same airline both ways. There was no disclosure of this purchase fee. A booking fee by any other name is still a booking fee! Shame on them. I complained without any resolution.
