I paid him for a water housing that he said will deliver in 3 weeks. It has been more than 6 months and he has not shipped or refund

I paid Dale Kobetich $1250 for a water housing. He said he would ship in 3 weeks. Now after more than 6 months he hasnt shipped and he wont refund the money eather. He just continues to give false dates of shipment.
