Pre-approved platinum visa or master card 10,000.00 $ credit just 37.00$ annual fee. 5% interest rate

I was offered a credit card with a 10,000 $ limit and only 5% interest. There waas only a 37.00$ annual fee. Most cards require a larger fee. So i sent in a check for the fee on 07-07. It is now 08-08 and have heard nothing can only see there will be no card. Should have seen something wrong when there was no phone # or fax #.
