Amanda Bar-Nes charged my credit card for merchandise, then they never sent product and did not refund money when requested

Charged my creit card for a ring I ordered over 2 months ago. Said order took up to 3 weeks. Never received product. E-mailed for info twice, the second time I received an apology for delay and asked if I wanted a refund. I responded YES, but have never received refund or item ordered. It's been 21/2 months.
