Shady person carol ferrer is not will to pay the right amount fee for hvac services call after the job is done, he is theft

I am in hvac business, have a service call from carol ferrer for one of rental property he got, we agree have 35 dollars services call, and when i arrive the property, findout the system is leaking freon, and call him tell him about need to fix the leak before ad freon in, and it will be around 2-3 lbs freon and 35 dollars a lb (which is cheap) and use leak seal solution put in to system, total come out 245, i send him abills he said he wontpaid me thatmuch, heonly want to pay me 135 insted 245 after all the work is done, we dont havecontract and just trustof the professional way, but now i still have not recive the payment, he just kind of person will rip anybody any business off
