Abrupt Change in Return/Refund Policy

On this date April 6th I went to the Kingston New York Walmart store to return a box of Equate Rogaine. Even though I lost my receipt I still expected to receive store credit as per a long established company policy. Needless to say the manager I spoke with by the name of John Smith declined to give me any refund/store credit despite there being a longstanding policy that would have authorized Customer Service to give me store credit.
