Will not deliver our package to Brazil. We shipped a package in August Now March still undelivered

Package shipped in August for delivery before Christmas. We are told in January that delivery is held up because of customs duties between states in Brazil. Then told could not be delivered to address stated. We gave another address and was told package would be delivered right away. Now a month later and package still has not been delivered.
