I parked in a lot in Raleigh clearly posted "Public Parking" and came out to find a boot on my vehicle. The fine print on the sign clearly stated that this was a restricted/pay parking area. This is an underhanded tactic to raise money by playing on the public perception of "Public Parking" which implies a common area for use by the public.
