Reeves took advantage of my neighbor 85 years old. Charging her $3.317.00 to repair a leak in her water heater but instead he re pipe the hole house. 2 bedrooms 1 bath and laundry room. She cannot walk

Reeves took advantage of my neighbor 85 years old. Charging her $3.317.00 to repair a leak on her water heater but instead he re pipe the hole house.
She cannot walk and has trouble with her hands.in addition, they did lousy workmanship.
We need to get a second opinions from a Plumbing company in order for her credit card to make things right. Away.
They should bring him on front of the board and take his license.
