My daughter enrolled in Bowen after school care (BASCP) program this May. We have paid two months of tuition total $1386 $75 (registration fee) months before the first day of school. Then our family financial situation changed for the worse due to unemployment. Therefore we concluded that we could not afford to send our child to the program. We discussed this with the director, Cynthia Estimer, over the phone on August 30th. We gave the BASCP two months of advanced notice so that the BASCP could have sufficient time to find a replacement. We agreed on the phone on August 30th that my daughter would stay in the after school program until a replacement is found.

One September 7th, the first day of school, we found out that our child was denied entry into BASCP, without any form of advanced notice, even at 3 hours prior to the formal start of the program. When we tried to discuss and complain about this action, Director Cynthia Estimer threatened to call the police to force us out of the building and to prevent us from reaching the Bowen school principal about this issue. She clearly refused to provide the service we have paid for and would not refund the money. Obviously, Cynthia Estimer broke the agreement we have reached on August 30th, and this hints that she has found a replacement. This is why she removed my child’s name from the list. But she still wants to keep the $1461.

Cynthia Estimer refused to talk to us. We have send three complaints via email and letter to the board president Mrs London, We have not got any response yet.
