Lies to and Frauds Customers out of money

I have been a "valued" customer of Dish Network for almost 3 years. Upon first getting dish I was given a faulty receiver. I have made several complaints from the very beginning of my contract about this fact. Their usual reply was to do a switch test, which never did any good. On the rare occasion they would send a technician out to fix the problem, which never did any good either. The last technician that came out to my house actually looked at the receiver and stated that it was faulty. He called in to request a replacement be sent out and customer service refused. The technician stated that he would keep trying to get a replacement sent out and left. After 3 weeks of getting nowhere, I called in to Dish customer service myself to get a replacement. After being on the phone with them for over an hour and being treated like dirt because I refused to pay for another receiver (since the first one was faulty from the beginning) they finally agreed to send out a replacement free of charge and would also waive the shipping fees due to all the trouble that I had had for the past 2 years. I was promised that there would be no charges show up on my bill at all for the replacement or shipping. I returned the faulty receiver as agreed upon. I received my bill for this month and was charged $100.00 for the faulty receiver and $15.00 shipping, plus was suppose to receive over $13.00 credit from overpayment on the previous month that was not there. According to Dish I was never told that they would waive the shipping charges, my previous months overpayment just disappeared, and the receiver could not be fixed so I was liable for paying for it. Dish network has done nothing but lie to me from the very beginning of my contract. I have tried to get out of my contract, but have always been told that I would be charged almost $400.00 if I cancelled. I have made threats to customer service that I would call the BBB or an attorney and file suit, and their comment is go ahead there is nothing you can do but pay what ever we want to charge you. This is not the way they should treat their customers. I for one am tired of being treated this way, but can't do anything about it due to the fact that I can't get any other cable where I live other than Direct TV and I have heard just as many bad things about them. Is there anything that can be done about the horrible way Dish frauds their customers?
