Another Divine Home Hired to do work, over charged, didn't complete work used my money to purchase material for another job site and refused to prduce receipts

I was conned by this individual, I was over charged for work that was not completed, he used my money to purchase supplies for another job site. He refuses to answer his phone or return my calls. He has also failed to complete work on two other locations, one of them I referred him to.
He quotes you a price and then comes back requesting more money, He refuses to produce receipts for the materials he purchased. He quoted me prices which included the labor for the plumber and the electrician and then I was told that I had to pay them.
Any assistance that you can offer in resolving this matter would be greatly appreciated.
