I ordered merchandise from Texas Beauty Supply on October 13, after having a phone conversation with their Salesperson, Ricky. I was assured that they had the brand name that I wanted, and told to place the order online, which I did.
When the merchandise arrived it was not the brand I requested, and instead they sent an inferior brand. I sent an email to 'returns'. It took 2 tries but they finally responded on November 3. I sent it back in accordance with the enclosed instructions, and RETURN shipping stickers, via USPS with Tracking on November 4 incurring $44.92 in shipping expenses. I emailed them the Tracking numbers the same day. I never got an acknowledgment from them, even though I continued to send email inquiries regarding the status.
USPS confirms delivery and acceptance of the 2 packages on November 10 and November 13. I emailed continuously to no avail, and opened a DISPUTE on PayPal, since that was my payment method. They responded a week later claiming that they had no Tracking numbers, yet again. I posted the Tracking Numbers on the DISPUTE. Still no response.
On December 7, I got an email saying they just got the package, even though USPS tells me otherwise. I was promised a refund by the end of the day. No refund came through.
On December 8 I escalateded my Dispute to a Claim, and it was denied, as Pay Pal is only a payment service.
(NOTE: ALWAYS use your PayPal Debit Card # to pay. If you have a problem, you can CHARGEBACK. You CANNOT CHARGEBACK with PayPal as a payment service!)
On December 12, I received an email from Texas Beauty Supply, now telling me that they can't issue a refund now because I filed a dispute! They now claim that PayPal rejected their attempt to refund because there was an active dispute case! Here's the obvious: The PayPal dispute was closed on December 8th! PayPal confirms no attempt made by Texas Beauty Supply to refund!
Texas Beauty Supply will 'bait and switch' you on your purchase. They use PayPal as a way to keep your money, knowing that Pay Pal will not refund, UNLESS you use your Debit Card number as a Credit Card transaction.
Texas Beauty Supply has 14 recent Complaints against them with the Texas BBB, for not issuing refunds, and at least one for verbal abuse and harassment against a Customer. They have an 'F' rating, which is the lowest rating a business can have.

Since Texas claims that the package was received on December 7 and not in November as the USPS confirms, I was able to file a US Postal Inspection Complaint against them. It turns out if the USPS is involved with your online purchase, they will get involved! In this case, they are denying delivery dates, which have been confirmed by the Post Office. Since they used a Federal Government agency to lie about delivery dates, The Postal Investigators will be investigating the delivery of the merchandise.
Also, since they have sent an email denying me a refund because I filed a DISPUTE against them, it comes under the heading of harassment. I have filed a complaint with the AG of Texas, in addition to several online Consumer Complaint Agencies.
Texas Beauty Supply is a member of YAHOO MERCHANTS, and they have intervened to get my refund issued. Texas Beauty Supply still has not complied, and YAHOO MERCHANTS has all the emails where they repeatedly request Tracking Numbers. They were ignorant enough to request them on the same email string that already had them on it! YAHOO MERCHANTS has advised me to file a Claim under their Claim Company, which I have via Priority Mail. Hopefully, YAHOO MERCHANTS will suspend them from their program.
There are a lot of online Beauty Supply Companies on the Internet. I have since chosen Companies that has affiliations with Consumer Agencies, and Public Profiles on Social Network Sites, where Customers can post their experiences.
