RTN, Register Tape Network This company required payment up front for 2 Registar Tape Network cycles on the Carrs/Safeway recipt. They only provided one cycle. I am requesting a refund in writting and then file a law suit

I purchased 2 cycles of the Register Tape and this company has only provided one cycle. They do not return phone calls. I am sending a letter to ask for a refund of $800. If they do not respond I am going to file a small cliams law suit agaist them.
Does any one know who the CEO is? I usually like to send my complaints to the CEO and the Board of Directors.
