Jeweler Jeweler stole my jewelry

I took my jewelry to the "Jewelry Doctor" he repairs, buys and sells jewelry especially gold. His name is George Valentine lll and has a booth in the Market Place, 708 E. 185th street, Cleveland, Ohio
I ask him to repair an expensive bracelet for me.
He stalled me when I wanted to pick it up, then 4 days later he said he lost it.
He brought his catolog book to my house and told me to pick out a replacement, I was suspicous, but what could I do?
I choose a bracelet, and he claimed he orderd it the next week.
I still dont have the replacement, and now he dosent answer his phone.
I was told by the Market Place owner, he was doing this to other customers, so why do the Market Place continue to rent a booth to him? They are aware of his shady dealings.
I am so upset, he robbed me, it's been almost 2 months, now I have to come up with court filing fees to press charges. I know I will win, but doubt I will get anything from this crook.
It's a darn shame he's doing this to people who trusted him.
