Rate Jumped From 12.08% to 21.99% Despite No Late Payments

I received my billing from Sears and noticed the interest rate had increased from 12.08% to 21.99%. I thought the Obama bailout for Citibank was to help the people instead of hurt them. I haven't missed a payment or been late. My shopping days at Sears are over!!
