Havn't recieved the product i ordered and he doesnt reply to my emails but only once saying that delivery should be expected soon

I bought a t shirt of the website and i waited 2 weeks for delivery beacuse it says 7 days on his website but nothing came and i tried to sign back into the website but it wasnt letting me. And so i emailed him and he emailed me back only once. So i then waited another week and he wont reply to my emails. But i asked him a question from another email adress to which he did reply
