In Sept. 2002 a charge for $1.00 appeared on my VISA bill from "QX Phone Card".in Nov. And Dec., charges for $59.78 appeared. I did not notice charges until Jan. When the third charge for $59.78 appeared.
I called QX to complain, using the 800 number listed on the VISA bill. QX claimed they had a taped recording of a phone call in Sept. Of me authorizing QX to send me and charge me for the phone card.
They claimed they mailed me the card on Sept. 13. I never received any such card, never used a QX card, and don't remember the alleged phone call.
They sent me an e-mail with an audio file purporting to be the recording of this call. It goes on for 4 min. And is virtually unintelligible. It sounds like a computer voice calling an answer machine.
I never respond to phone solicitations nor give out my credit card number to phone solicitors so don't know how QX got my VISA number. I called QX 2 more times to complain.
They claim they will issue me a refund for one month charge but not other charges because it was "my voice" on the call. I asked them to play the call for me over the phone or send me a written transcript, and they refused. I have written their Director of Customer Service, Richard Harris, whose address was given as Quality Exchange Communications, P.O. Box 3213, Thousand Oaks, CA 91359-0213.
I am awaiting my next VISA bill to see if any refund is present and also wrote VISA complaining of the charges. Right now, total unauthorized charges are $180.34.
