I had originally purchased a small apartment from Chilean in Recife. There were many promises, including property management and quick resale in a 'highly liquid' market. Once money was deposited in both Brazilian and Panamanian accounts, Chilean continued his con game. He create a fictitious buyer so that he could make a sale on a second property.

Again, the market was 'highly liquid' so I put a deposit on an another apartment in Natal. He promised a buyer within three months so I took the bait. He was well aware that I only had a down payment, which was around 20% I later discovered, and enough payments for about 6 months. Of course, there were no buyers for either apartment.

Here"s the kicker!!!

When I threatened a law suit in February, he IMMEDIATELY agreed to assume all responsibility in the contract, which was surprising as he tended to take these 'vacations' when he was faced with a problem. He was to make all the payments and he could do what he wanted to do with the apartment as it was now legally his. A contract was drawn up by Rui Farias and was signed and notarized.

I never heard anything from for a year and a half until yesterday (December), when I received a contract cancellation notice from the developer of the Natal apartment. Chilean had not paid the account as agreed upon and stated in our contract, leaving me with either a cancellation fee (tens of thousands of Reais) or a law suit against Chilean and the developer of Jacque Cousteau Residential Services apartments in Natal.

Of course, I will choose the latter. This guy is a rip off king and you would be an idiot to buy property from this guy now that you have these reports.

If he doesn't step up to the plate and make this right, I am filing a lawsuit against him, and will ensure that the Brazilian consulate in Canada and the authorities in Brazil know of his tax evasion and illegally high commission rates (Brazilian law allows only 5%). I have every wire transfer slip, each contract, and every single email ever sent. I have made contact with a number of others who are feeling the same way. A class action suit may be coming!
