Did not ship merchandise. Does not respond to emails

I purchased lotion online from Payless lotions on 4/12/08. I was charged for the lotion on 4/14/08 It is currently 5/2/08 and I have not recieved my merchandise. I have sent several emails but have not recieved any response. The company will not respond to the BBB either. I have asked for a refund due to the extremely long wait and have not recieved a response or refund. UPS tracking indicates they have not recieved anything for shipping. This company is a scam artist.
