Fun Family Rewards Enrolled and charged fees to my J.C. Penney Account. I have not enrolled in this program., Internet

While going over my JC Penny Bill I discovered that I have been billed for Fun Family Rewards in the sum of $9.95. It seems that I have been falsely enrolled in this program since December. I want this enrollment cancelled and all costs reimbursed to me. I have never been soliciated nor offered coupons, special savings, ets.
