Is running a Scam on their hookup fraudulent ripoff business

Below is a copy of the e-mail I sent to the Better Business Bureau. Unfortunately, they haven't contacted me yet either. M

Complaint:
On May 6th, I ordered residential phone service. The connection date was suppose to be May 9th. I was told there would be a $33.00 installation fee, my plan would cost 32.95, and I would be billed 2 months on the first bill.

On May 10th, I did not have service. I called Qwest. The rep said I had service according to them, and that there was likely a problem with the wires in my house. I explained that when I moved in, I had used the phone of the old tenants, it worked fine.

Qwest said they could send someone out to find out the problem, but, that would cost an additional $85.00. They stressed that was just to determine if there was a problem, fixing the problem would cost extra.

I told them I would take my business elsewhere, and to cancel my service. I called Cox that night, and a couple of days later they hooked up my phone, without any problems. The Cox tech checked all of the phone jacks, they worked fine. So obviously, there is not a problem with the wires in my house.

On May 23rd, I received a bill from Qwest for $105.36. I called Qwest customer service at 1300 CST and explained the situation. The rep said a supervisor (Marilyn) would have to take a look at it, and they would call me back within 24 hours. They didn't.

I e-mailed Qwest on 5/24, and did not receive a response. On May 30th, I called and spoke with a rep named Vicki. She said the bill I received was "obsolete" and that I would receive a new bill showing the credited amounts.

On 06-19, I received another bill for 105.36. I called and spoke with Cathy, she said a supervisor (Debbie) would have to call me back, and that would be within a week. They didn't.

On 06-27 I received another bill for 105.36. Note: The reps refuse to give me a last name or an employee number. I'm ALWAYS disconnected at least once when I call. I'm told its impossible to call a supervisor directly, nor can I wait on hold for one.

Desired Settlement: Other (requires explanation)
Settlement Explanation:

I do not want to be charged for a service I did not receive. I think this incident borders on a scam. I can only imagine how many senior citizens Qwest has bilked with this type of business practice. My desired settlement is to be charged $0.00 and for this not to appear on any credit report.

*UPDATE*!!! My bill has been referred to a collection agency. I'm just starting to receive phone calls and letters. DO NOT BUY ANYTHING FROM QWEST, THEY WILL SCREW YOU OVER!!!
