On my Qwest online billing, i found the $15.74 charge through "the Billing Resource", billing for Nationwide Voice Messaging for "Nwide Voice 1X Set Up". I immediately phoned Qwest, whose rep recognized the name and looked up their customer service phone number (1-888-296-8079). She put me on a 3-way call and phoned Nationwide.

We reached "Dante", who gave his extension as 249. He read me back my phone number and the name and address (NOT the address associated with the phone number and not, to my knowledge, anyone i know) of the person who signed up for an 800 number through Nationwide. "Dante" apologized and said the charge would be canceled. The Qwest rep immediately asked, "when will it be canceled?" and "Dante" said, "in 2 or 3 billing cycles."

I of course said i won't pay it, so it will just sit as an unpaid charge. Qwest rep said that's fine, the whole conversation has been noted, Dante apologized again and all maybe is well.

Maybe they're just incompetent, in not assuring any kind of match between the person applying and the phone number given for billing. Or maybe they're depending on a lot of people not noticing the charge and just paying the bill.

Qwest apparently truly has no choice, the law allows anyone to bill through them. I hope this account helps others get theirs straightened out.
